Direct 3D is a feature supported or not by your graphics card. If you have a new and powerful GPU, then Direct 3D should be supported as long as the drivers for the card are installed. There isn't a way to install it. Install the latest drivers for your graphics card and then Direct 3D should be activated automatically.
Additionally, go to Start > Run > dxdiag and switch to the Display tab. Make sure to enable any setting if it appears to be disabled.
Yes it is, I am currently using it with Windows 7 as I upgraded from Vista. Have been using it since 1999 pre release. Wish Microsoft would of made an upgraded version!!
Can you still outline the text you add to a picture? Also, will this work on Windows 10?

This application was discontinued a very long time ago and shouldn't be used any more. There are other photo drawing applications compatible with latest Windows releases.
You can browse the database of Software Informer to look for an alternative application to Microsoft PhotoDraw.
No, Microsoft PhotoDraw does not open .mix picture files on Windows 10.
